Vladimir Tochilovsky holds a Ph.D. in prosecution and criminal procedure (1985, Taras Shevchenko National University, Kiev, Ukraine) and taught Public Prosecution and Criminal Procedure at the Odessa National University (1991-1994). He has also authored numerous publications, including books on international criminal justice and human rights in criminal justice., the most recent one being The Law and Jurisprudence of the International Criminal Tribunals and Courts. Procedure and Human Rights Aspects. He is Vice-Chairperson of the UN Working Group on Arbitrary Detention. Formerly he was a Trial Attorney and Investigation Team Leader in the ICTY (1994-2010), was a representative of the ICTY at the UN Preparatory Committee and Commission for the International Criminal Court and drafted guidelines on criminal procedure for the ICC.
